Covenants & By-laws
Covenants, Bylaws, and Restrictions govern what an owner may, may not, or must do with respect to the real estate. In them, you'll typically find things like language establishing a POA, a protocol for levying annual and special assessments for common expenses, and a description of the common areas and amenities.
Burlingame's Master Declaration of Restrictions & Protective Covenants are recorded with the Transylvania County Register of Deeds and can be found below.
Phase I and Phase II in Burlingame have a little bit different restrictions and those can be found below.
The governance description of the Burlingame POA resides in the Bylaws and were recorded with Transylvania County Register of Deeds in 2016. The original Bylaws and all amendments can be found below.

There are four "sub-associations" in Burlingame, each with its own set of Covenants and Bylaws:

Declaration of Covenants, Conditions & Restrictions 8-28-91 - Cottages at 2 and Cottages at 9: These two original sub-associations dissolved their respective sub-associations in 2020. The documents can be viewed here. Cottages at 2 Dissolution. Cottages at 9 Dissolution.
